This Guide to Public Rights of Way and Access to the Countryside has been prepared by the Environment and Heritage Service of the Department of the Environment to assist the sta? of district councils and others who are primarily concerned, on a day today basis, with public access to the countryside. It is a practical,working manual which aims to overcome one of the main di?culties highlighted by the 1993 study of Access to the Northern Ireland Countryside, that of a lack of information about the legal position in Northern Ireland and the practice and procedures that should be followed.
